Ned Buffington - CEO

Ned Buffington

Chief Executive Officer

Mr. Buffington has an extensive background in equity investment and has owned several personal companies, including Capital Partners of Brevard, an organized angel investment group. As CEO and President of Security Innovation LLC, he moved the company from startup to profitability by raising $1 million in equity investment and over $1.2 million in software security testing contracts in two years. The company was ultimately sold for an investor return of almost 400%. He has functioned in the capacity of CEO and executive director of several successful companies in fields such as real estate, construction, business equipment, direct sales, and franchising. His business acumen is proven by his productive implementation of a marketing plan that helped launched Avancen MOD Corporation into a worldwide market and by negotiating millions of dollars in services, go-to-market strategies, and business development. He has served as executive board member for the Brevard Manufacturers & Technology Association and as chairman of the Economic Development Commission of Florida’s Space Coast Venture Capital & Resource Committee. He is a veteran of the United States Air Force.

William Westin

Chief Financial Officer

Bill Westin has the vision and insight to understand and plan a company’s financial course of action from regulatory compliance to capital needs. His focus on his fiduciary responsibility to investors and shareholders drives his ability to control the company’s burn rate while working closely with professional service providers to ensure regulatory compliance. He has provided critical support and guidance for Avancen while demonstrating success by obtaining almost $500,000 in grants and loans during the worst financial crisis in recent history. He has over 40 years of experience in senior financial positions, including CFO, treasurer, and controller. His industry experience covers a wide range of companies ranging in size from startup to over $5 Billion in annual revenue. He has shepherded (from a financial perspective) several companies through successful mergers and acquisitions. He is active in the local and regional business community, working with entities like SCRA, Charleston Local Development Corporation, and the Citadel Mentoring Program. This keeps him abreast of both regulations and opportunities. He received his M.B.A. in 1975 at San Diego State University.

Thomas Hickey

Executive Vice President & COO

Mr. Hickey has over 35 years of experience in the medical device industry and executive experience with manufacturers and GPOs. His experiences include many startups including international distribution, technology assessment, and market feasibility. He successfully launched several products and hired, mentored, trained, and motivated hundreds of direct independent and distributor sales teams. He is comfortable presenting value propositions in the C-Suite to high level executives or in the clinical arena to world-renowned clinicians. His expertise includes new product launches, key account enterprise selling strategies, OEM, and distribution development. He is credentialed for surgical services, procedures, and support. He has received numerous honors, including Economics Academic Award – Eastern Michigan University (2008), Bob Anderson Sales Leadership Award – Valleylab, Inc., MDE Presidents Club Award Distributor of the Year, Gish BioMedical Distributor of the Year, and Miller-Heiman Strategic Account Sales Coaching. He has a Bachelor of Arts in Business Management from Oakland University (1977) and a Master of Arts in Health Economics from Eastern Michigan University (2009).

Sharon Conley, MD, PhD, CPE

Medication on Demand Inventor Chief Medical Officer

Dr. Conley has an in-depth background in academic molecular biology/biochemistry research and clinical medicine, along with a business background as a consultant for healthcare companies and independent IRBs, a reviewer for clinical grants, and is the founder of Avancen. She is the author of several peer-reviewed and published clinical research protocols. She is inventor of Avancen’s first medical device – the MOD® for Medication on Demand – for the delivery of oral as-needed pain medication in acute care and skilled nursing care facilities. She holds six U.S. patents issued on medical devices and has one patent filed and pending. She manages continuing research protocols to facilitate the evidence-based adoption of these devices. She has received numerous honors, including Certified Pain Educator (2014), CMS Healthcare Innovation Challenge Award (2012), Space Alliance Technology Outreach Program Grant (2005), Amgen Clinical Research Grant (2003), and Outstanding Senior Medicine Resident Award, University of Missouri at Columbia (1988). She received a Ph.D. in Biochemistry at the University of Alabama – Birmingham (1974) and an M.D. at the University of Missouri – Columbia (1985).

Christopher Millsap

Chief Technology Officer

Mr. Millsap has 11 years of engineering experience with medical devices, interoperability and management. He has experience in both software and electrical engineering along with running numerous HL7 integration projects in many medical facilities around the country. His HL7 expertise was utilized in finishing the first successful EMR integration with the MOD®. He has a Bachelor of Science from Florida Institute of Technology and led the development of an Autonomous Farming system for NASA.
